Québec skilled professionals can now apply for open work permits using the IMP+ system.



Applications are now being accepted for a new avenue to bring in talented people who have been selected by Quebec and are awaiting permanent residency.


The International Transfer Plus (IMP+) is a new work permit option available to Quebec-selected permanent residents. It's a strategy for Quebec to assist address present labor shortages by speeding up the entrance of skilled people in the province.


A foreign national must meet the following criteria to be eligible for an open work permit under the IMP+:


  • When they apply, they must: live outside of Quebec; 
  • have a Quebec Selection Certificate (CSQ) proving that they were chosen for permanent residence under the Regular Skilled Worker Program or the Permanent Immigration Pilot Program for workers in the artificial intelligence, information technologies, and visual effects sectors;
  •  have received a letter of invitation from the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) under the IMP+ program;
  • submit a total work license application

If the application is approved, the applicant will be given an open, province-specific work permit that will be valid for three years.

The maximum has been established at 14,700 IMP+ applications for the year 2022. The annual limit on approved submissions will be set at 7,350 starting in 2023.

In August 2021, IRCC already had expanded suitability for bridging open work permits to include skilled employees who were already working partially in Quebec and who had applied for permanent resident status. Workers were able to continue working while waiting for their permanent residency application to be processed.

Both branches of government are involved in decision procedure related to immigration under an agreement between the province of Quebec and Canada. Quebec is responsible for the selection of immigrants in certain immigration categories, which include economic immigrants, who wish to come to the region while the federal government finalizes decision on their implementation for permanent residence.
As per Government of Canada statistics, more than 25,000 Quebec skilled workers were acknowledged as permanent residents in 2021, almost double the approximately 12,000 admitted in 2020 in the context of significant virus outbreak restrictions.
